If wealthy people donate billion of dollars to charity why are there still alot of poor areas?

i know there are going to be unfortunate people regardless of how much money they give. what i mean by this question is how come when they donate the same place that they donate usually need more money after wards. i thought once they are giving money they do not need to depend on donations
